Property owners may have, at the option of the Department of Public Works, more than 1 meter installed in 1 building on one service and controlled by a single stopcock in the parkway; provided, that the meters are not connected in tandem. Nothing less than the minimum charge will be made for each meter so installed, and the bills for the whole supply furnished through such service shall be made to the owner of the premises.
