(A) Semi-annual report. The Local Liquor Control Commissioner shall file an semi-annual report with the Board of Trustees relative to liquor licensees within the Village of each year, on or before the 10th day of January and July. The Local Liquor Control Commissioner may also file additional supplemental reports with the Board of Trustees during the year as needed to inform the Village Board of matters relating to the operation or conduct of any licensees or the suspension or revocation of any licenses. The semi-annual report shall, at a minimum, provide the following information relative to all liquor licensees for the previous 6- month period:
(1) Any change in the ownership interest in any liquor licensee.
(2) Any police reports filed relative to a liquor establishment, and the general circumstances of the incident resulting in each report.
(3) Any citizen complaints filed against any liquor establishment and the general nature of each complaint.
(4) Any disciplinary action taken against a liquor licensee and any reasons therefor.
(5) Any other information that the Local Liquor Control Commissioner determines should be brought to the Board of Trustee's attention relative to a liquor licensee.
(B) Semi-annual review. The Legal, License and Ordinance Committee shall conduct a semi-annual review of all liquor establishments and liquor licensees at the Committee's January and July meeting each year. The Local Liquor Control Commissioner shall be present at the meeting. At the meeting, the Committee shall review, with the Local Liquor Control Commissioner, the semi-annual reports submitted covering the preceding months by the Local Liquor Control Commissioner. In addition, the Committee and the Local Liquor Control Commissioner shall review the Village's ordinances relative to liquor control to determine if any changes are necessary, as well as discuss any problems relative to any particular liquor establishment(s) or licensee(s). If, as a result of the semi-annual review, the Local Liquor Control Commissioner is requested to report on any particular matter, the report shall be filed by the Local Liquor Control Commissioner with the Committee, at or before the Committee's March meeting.
