No person shall transport waste, or cause waste to be transported, over the streets in the Village unless such waste being transported is entirely and securely covered. Garbage shall not be transported over or along the streets of the Village or other public property thereof, except in a liquid-tight bed approved by the Director of Public Works or the Building Director.
