No garbage shall be burned, dumped or buried within the Village limits, except upon written permit of the Director of Public Works and the Health Officer and as they may direct in conformity with recognized sanitation practices. In all cases in which waste is removed and disposed of by persons other than the waste disposal contractor or a licensed waste disposal firm, it shall be done under the direct supervision of the Director of Public Works or the Building Director or their respective representatives.
