(A) No person shall permit any waste to accumulate on his premises except in covered waste containers or except as otherwise provided in this chapter.
(B) All commercial and industrial establishments and all apartments or other buildings occupied by more than 5 family units shall remove or cause to be removed all waste at least once each 7 days, or oftener if necessary, to protect the health and safety of the inhabitants of the Village.
