§ 120.17 FACTORS CONSIDERED IN GRANTING SPECIAL USE PERMITS FOR TOWERS.
   In addition to any standards for consideration of special use permit applications pursuant to Section 4.4 (Special Use) of the Zoning Ordinance, the Plan Commission/Zoning Board of Appeals shall consider the following factors in determining whether to recommend issuance of a special use permit, although the Plan Commission/Zoning Board of Appeals may waive or reduce the burden on the applicant of 1 or more of these criteria if the Plan Commission/Zoning Board of Appeals concludes that the goals of this chapter are better served thereby:
   (A)   Height of the proposed tower;
   (B)   Proximity of the tower to residential structures and residential district boundaries;
   (C)   Nature of uses on adjacent and nearby properties;
   (D)   Surrounding topography;
   (E)   Surrounding tree coverage and foliage;
   (F)   Design of the tower, with particular reference to design characteristics that have the effect of reducing or eliminating visual obtrusiveness;
   (G)   Proximity to areas of historic or aesthetically significant structures, views and/or community features;
   (H)   Buildings, structures, properties or districts located listed with, or determined to be eligible for the National Register of Historic Places, or the same listed or deemed eligible by a local historic preservation ordinance;
   (I)   Areas designated or eligible as scenic, recreational or natural preservation areas or inhabited by threatened or endangered species;
   (J)   Areas that contain an archeological feature or site or developments that will have adverse effects on the historical character of an archeological feature or site;
   (K)   Proposed ingress and egress; and
   (L)   Availability of suitable existing towers, other structures, or alternative technologies not requiring the use of towers or structures, as discussed in § 120.08.
