(A) Residential buildings containing 3 or less dwelling units. Every person who owns or manages any residential building within the Village which contains 3 or less dwelling units shall be required to have accumulations of waste collected and disposed of regularly by the waste disposal contractor employed by the Village for the sum specified for each service. The occupancy of a building for residential purpose shall be prima facie evidence that waste is being produced and accumulated in such building.
(B) Residential buildings containing more than 3 dwelling units, commercial and industrial buildings. Every person who owns or manages any residential building within the Village containing more than 3 dwelling units, any commercial building and any industrial building must arrange for disposal of waste of the building by a licensed waste disposal contractor. Such buildings shall not have waste removed by the Village waste disposal contractor, except with the approval of the Village Manager and then only when such removal is deemed to be in the best interests of preserving the public health and safety of the Village.
