Towers and antennas shall meet the following aesthetic and design requirements:
(A) Towers shall be of a monopole design.
(B) Towers and antennas shall be designed to blend into the surrounding environment through the use of color and camouflaging architectural treatment, except in instances where the color is indicated by federal or state authorities such as the FAA.
(C) All poles, towers, antenna supports, antennas, and other components of each site, other than the integral design of an alternative tower structure, shall be initially painted and thereafter repainted as necessary with a "flat" paint. The color selected shall be one that in the opinion of the Director of Community Development and/or Plan Commission/Zoning Board of Appeals, as appropriate, will minimize their visibility to the greatest extent feasible. To this end, improvements which will be primarily viewed against soils, trees or grasslands shall be painted colors matching these landscapes while elements which rise above the horizon shall be painted a blue-gray that matches the typical sky color at that location.
(D) If an antenna is installed on a structure other than a tower, the antenna and supporting electrical and mechanical equipment must be of a neutral color that is identical to, or closely compatible with, the color of the supporting structure so as to make the antenna and related equipment as visually unobtrusive as possible.
(E) The Village shall have the authority to require special design of the communication facilities where findings of particular sensitivity are made (e.g. proximity to residential, historic or aesthetically significant structures, views and/or community features).
