§ 120.02 DEFINITIONS.
   As used in this chapter, these terms shall have the following meanings:
   ALTERNATIVE TOWER STRUCTURE. An artificially constructed tree, clock tower, bell steeple, light pole and similar alternative-design mounting structures that camouflage or conceal the presence of antennas or towers.
   ANTENNA. Any exterior transmitting or receiving device mounted on a tower, building or structure and used in communications that radiate or capture electromagnetic waves, digital signals, analog signals, radio frequencies (excluding radar signals), wireless communications signals or other communication signals.
   BACKHAUL NETWORK. The lines that connect a provider's towers/cell sites to 1 or more cellular telephone switching offices, and/or long distance providers, or the public switched telephone network.
   COMMERCIAL WIRELESS COMMUNICATION SERVICE. Commercial wireless telecommunications services including cellular, personal communication services (PCS), specialized mobilized radio (SMR), enhanced specialized mobilized radio (ESMR), paging, and similar services that are marketed to the general public, and licensed by the Federal Communications Commission (FCC).
   COMMUNICATION FACILITY. A facility that transmits and/or receives electromagnetic signals. It includes towers, antennas, microwave dishes, horns, and other types of equipment for the transmission or receipt of such signals, telecommunication towers or similar structures supporting said equipment, equipment buildings, parking area, and other accessory development.
   COMMUNICATION FACILITY - EXEMPT. The following are exempt from the regulations of this chapter, but may be subject to regulation in the Village's Zoning Ordinance or elsewhere in this Code:
      AMATEUR RADIO OPERATOR. A ground, building, or tower mounted antenna operated by a federally licensed amateur radio operator as part of the Amateur Radio Service, if the height (post and antenna) does not exceed 35 feet. Such antennas are regulated by the Village's Zoning Ordinance.
      CITIZENS BAND RADIO. A ground or building mounted citizens band radio antenna including any mast, if the height (post and antenna) does not exceed 35 feet.
      EARTH SATELLITE DISH ANTENNA. A ground or building mounted "receive only" radio or television satellite dish antenna, for the sole use of the resident occupying a residential parcel on which the satellite dish is located. Such antennas are regulated by the Village's Zoning Ordinance.
      HAND HELD DEVICES. Hand held devices such as cellular phones, business-band mobile radios, walkie-talkies, cordless telephones, garage door openers and similar devices as determined by the Director of Community Development.
      MOBILE ANTENNAS. Mobile services providing public information coverage of news events of a temporary nature.
      PERSONAL RADIO & TELEVISION ANTENNA. A single ground or building mounted receive-only radio or television antenna including any mast, for the sole use of the tenant occupying a residential parcel on which the radio or television antenna is located; with an antenna height not exceeding 25 feet.
      TEMPORARY ANTENNAS AND TOWERS. Antennas and/or towers may be erected temporarily for test purposes and for emergency communication, provided that all applicable building code requirements are met. TEMPORARY ANTENNAS AND/OR TOWERS shall be removed within 72 hours following installation.
      VILLAGE OWNED AND OPERATED ANTENNAS. Village owned and operated receiving and/or transmitting telemetry station antennas for supervisory control and data acquisition (SCADA) systems for water, flood alert, traffic control devices and signals, storm water, pump stations and/or irrigation systems.
   EQUIPMENT BUILDING, SHELTER OR CABINET. A cabinet or building used to house equipment used by wireless communication service providers at a communication facility.
   FAA. Federal Aviation Administration.
   FCC. Federal Communications Commission.
   HEIGHT. A tower or other structure whose distance is measured from the finished grade of the parcel to the highest point on the tower or other structure, including the base pad and any antenna.
   LOT OF RECORD. An area of land designated as a lot on a plat recorded with the Recorder of Deeds of Cook County, Illinois, in accordance with state law.
   MONOPOLE. A wireless communication facility, which consists of a monopolar structure, erected on the ground to support wireless communication antennas and connecting appurtenances.
   MULTI-FAMILY STRUCTURE. For purposes of this chapter, a multi-family structure is a building used for occupancy by 8 or more separate and independent family units.
   PREEXISTING TOWERS AND PREEXISTING ANTENNAS. Any tower or antenna for which a building permit or special use permit has been properly issued prior to the effective date of this chapter, including permitted towers or antennas that have not yet been constructed so long as such approval is current and not expired.
   PUBLICLY USED STRUCTURE OR FACILITY. A structure or facility used or operated by a bona fide public body or public utility in connection with any of the following services: water, waste water management, public education, parks and recreation, fire and police protection, solid waste management, transportation or utilities.
   SUPPORT FACILITIES AND RELATED EQUIPMENT. The cabinet or building used to house equipment used by wireless communication providers, including all equipment ancillary to the transmission and reception of voice and data via radio frequencies. Such equipment may include, but is not limited to cable, conduit and connectors.
   TOWER. Any structure that is designed and constructed primarily for the purpose of supporting 1 or more antennas for telephone, radio and similar communication purposes, including self-supporting lattice towers, guyed towers, or monopole towers. The term includes radio and television transmission towers, microwave towers, common-carrier towers, cellular telephone towers, alternative tower structures, and the like. The term includes the structure and any support thereto.
   TOWER CO-LOCATION. Any tower that is designed and constructed to accommodate the antennas of more than 1 commercial wireless communication service provider or governmental entity.
