(A) Regular meetings of the Commission shall be held no less than quarterly. Special meetings may be called by the Chairperson or any 3 Commissioners.
(B) A quorum shall consist of a majority of the members. All decisions or actions of the Historic Preservation Commission shall be made by a majority vote of those members present and voting at any meeting where a quorum exists.
(C) All meetings, hearings and deliberations shall be open to the public except as may be provided for in the Illinois Open Meetings Act (5 ILCS 120/1.01 et seq.). Testimony at any hearing may be required by the Commission to be given under oath.
(D) The Commission shall follow Roberts Rules of Order for all procedural rules and may adopt additional more specific procedural rules and may adopt additional more specific procedural rules to govern how business before it is conducted. Such additional procedural rules shall be consistent with the statutes of the state, this chapter and the Village Code and shall be filed with the Village Clerk. Any rule so adopted which relates solely to the conduct of hearings, and which is not required by the statutes of the state, this chapter or the Village Code, may be waived by the Chairperson upon good cause being shown.
(E) The Chairman, and in his absence the acting Chairman, may administer oaths and compel the attendance of witnesses.
(F) No action shall be taken by the Commission that could in any manner deprive or restrict the owner of property in its use, modification, maintenance, disposition, or demolition until such owner shall first have had the opportunity to be heard at public meeting of the Commission, as provided herein.
(G) No member of the Historic Preservation Commission shall vote on any matter that may materially or apparently affect the property, income or business interest of that member.
(H) The Secretary of the Commission shall mail notice of any decision of the Commission to the applicant and any other person who has requested notice of the decision.
(I) The Commission shall keep minutes of its proceedings, showing the vote, indicating such fact, and shall keep records of its examinations and other official actions, all of which shall be filed in the office of the Village Clerk and shall be a public record.
