§ 51.70.2 BUILDING WALL OPENINGS; OVERHEAD SEWERS.
   (A)   The elevation of door sills, window sills, top of foundations, or the bottom of any other opening in the outer walls of a building or structure shall be in accordance with the requirements of the Metropolitan Water Reclamation District of Greater Chicago and the flood control ordinance of the Village.
   (B)   When the building walls create habitable space that is below the floodplain elevation, lower level gravity building drain connections are prohibited and overhead sewers are required. All new buildings with basements, floors, rooms or inhabitable areas below ground level on a building site that will be served by a public or private sewer system, shall have overhead plumbing. No building permit application will be reviewed nor any permits issued for construction of any structure unless plans and specifications therefore provide for overhead plumbing.
