The President and Board of Trustees of the Village authorize the Board of Fire and Police Commissioners to enact rules and regulations which will permit, at the Commission’s discretion, the recruitment, testing and selection of original entry firefighters/paramedics and police officers meeting the following criteria:
(A) To be placed upon a lateral entry eligibility list for original appointment to the position of firefighter/parademic, candidates must be certified as a firefighter II in accordance with such rules and regulations as established by the State Fire Marshal’s office, must be licensed in accordance with the laws of the state as an EMT-paramedic, and must, at the time of application, have been employed, on a full-time basis, as a firefighter/paramedic by a state municipality or fire protection district for a period not less than 2 years immediately preceding the submission of his or her application.
(B) To be placed upon a lateral entry eligibility list for original appointment to the position of police officer, candidates must be certified as having successfully completed the minimum standards basic law enforcement course as required by the State Law Enforcement Training Standards Board and must, at the time of application, have been employed, on a full- time basis, as a police officer with a regularly constituted state municipal police department for a period not less than 2 years immediately preceding the submission of his or her application.
(C) Applicants must be able to demonstrate that they are leaving their prior employment in good standing.
(D) Qualified lateral hire applicants will be added to the lateral entry eligibility list for either the Fire or Police Department in chronological order based upon the date an applicant’s application was received by the Board of Fire and Police Commissioners.
(E) The decision to select a candidate from a lateral entry eligibility list ahead of a non-certified candidate is solely within the discretion of the Board of Fire and Police Commissioners.
(F) Applicants for lateral hire will not be required to submit to a written examination as part of the Commission’s screening process. Qualified applicants, prior to employment, must successfully complete an oral interview to be given by the Board of Fire and Police Commissioners and, like any other candidate for new hire to the Fire or Police Department, undergo a thorough background investigation, an in-depth psychological examination and a thorough physical examination in compliance with existing Commission rules.
