143.03 POWERS AND DUTIES.

The Parks and Recreation Board shall serve in an advisory capacity to the Mayor and the Parks and Recreation Director for the development of plans to equip and operate municipal parks, playgrounds, gymnasiums, swimming pools, and recreation centers. The Board shall also advise the Mayor and the Parks and Recreation Director on arts and cultural programming, youth and adult sports programming, special events and parties.
