   137.04 EMERGENCY REPAIR PROCEDURES ADOPTED.
   (a)    The attached modified N.E.O.R.S.D. emergency repair procedures are hereby adopted.
   (b)    The Village Engineer, with the consent of the Mayor, is hereby further authorized to amend these procedures from time to time based upon need.
