SECTION 5. FINANCE DIRECTOR.
The Director of Finance shall be the head of the Finance Department and fiscal officer of the Municipality and shall be provided such assistants as the Council may from time-to-time deem necessary and desirable. The Director of Finance and any such assistants shall be appointed or removed by the Mayor, subject to the confirmation by a majority of the members elected to Council. Every second year, commencing in the year 1988, the Mayor shall either reappoint the Director of Finance or make a new appointment, each of which shall be subject to confirmation by a majority vote of the members of Council. The Director of Finance shall serve the Mayor and the Council as financial advisor in connection with municipal affairs. The Director of Finance shall keep the financial records of the Municipality, exhibiting accurate statements of all monies received and expended, of all property owned by the Municipality, and of all taxes and assessments. The Director of Finance shall be custodian of all public money of the Municipality, shall keep and preserve such money in the place or places authorized by ordinance, and shall disburse the same as may be required by law or ordinance. The Director of Finance shall not allow the amount set aside for any appropriation to be overdrawn or drawn for any other purpose. The Director of Finance may examine and audit the accounts of all officers, employees, and departments of the Municipality. The Director of Finance may require evidence that the amount of any claim presented to the Director of Finance is due. Every two (2) years the Director of Finance will cause to be compiled, for Council, a physical inventory of municipal owned property. The Director of Finance shall perform such other duties consistent with the office as the Mayor or the Council may direct. No person shall act as Director of Finance unless duly registered with the State of Ohio as a public accountant or certified public accountant.
