SECTION 14. PRESIDENT OF COUNCIL AND PRESIDENT PRO TEM.
   In January of each year the Council shall, at its organizational meeting, choose one of its members as President of Council who shall serve for a term of one year. The President of Council shall have all the powers, duties, functions, obligations and rights of any other member of Council, including the right to vote; shall preside at all meetings of Council; and shall appoint the various committees of Council, co-coordinating the work of the various committees appointed by the President. At the same meeting each year, the Council shall choose one of its members as President Pro Tem, who shall preside at meetings of Council in the absence of the President of Council. In the event of a vacancy in the office of President of Council, the President Pro Tem shall automatically succeed to the office of President of Council and Council shall, as early as practicable thereafter, elect a new President Pro Tem.
