SECTION 1. COMPOSITION AND TERM.
   The legislative powers of the Municipality, except as otherwise provided by the Charter and by the Constitution of the State of Ohio, shall be vested in a Council of seven (7) members, three (3) of whom shall be elected by the people-at-large and four (4) of whom shall be elected from wards, one (1) from each of the four (4) wards. The members of Council representing Wards One (1) and Three (3) and one (1) At-Large Council member shall be elected at the regular Municipal election in 1987 and every fourth year thereafter for a term of four (4) years commencing on the first day of January next after such election or until their successors are elected and qualified. Two (2) of the At-Large Council members shall be elected at the regular Municipal election in 1987 for a term of two (2) years commencing on the first day of January next after such election, or until their successors are elected and qualified, with such members of Council again being elected at the regular Municipal election in 1989 and every fourth year thereafter for a term of four (4) years commencing on the first day of January next after such election, or until their successors are elected and qualified. The members of Council representing Wards Two (2) and Four (4) shall be elected at the regular Municipal election in 1989 and every fourth year thereafter for a term of four (4) years commencing on the first day of January next after such election or until their successors are elected and qualified.
