1369.01 DRIVEWAYS AND CULVERTS DURING CONSTRUCTION.

   No building or structure shall be constructed upon any premises unless not later than the time of the excavation for such building or structure there shall be constructed:

   (a)    A suitable driveway, approved by the Building Commissioner, providing ingress to and egress from the premises to the public highway; and

   (b)    In cases where ditches abut the premises, proper culverts, to be approved by the Building Commissioner.
