939.01 SPRINKLING BAN.
   Whenever the Mayor determines that a water shortage exists to such an extent as to impair fire protection and the public health within the Municipality, he may issue a proclamation, which shall be posted in the same manner as ordinances declaring that a water shortage exists and restricting the use of water furnished by the City of Cleveland for watering any lawn, shrubs, trees or gardens in specified sections of the Municipality and during specified hours. During the existence of any water shortage so determined and proclaimed, no person shall use or allow to be used on any premises in this Municipality under his charge or control any water furnished by the City of Cleveland for watering any lawn, shrubs, trees or gardens at any time such use is restricted.
