905.99 PENALTY.

Whoever makes an opening or excavation in the paved or unpaved portion of any road or highway in the Municipality without first obtaining a permit, and any person who makes such an opening or excavation and fails to comply with the provisions of any permit granted for such purpose, shall be fined not more than one thousand dollars ($1,000). Each violation shall constitute a separate offense.
