701.01 ENCLOSED STRUCTURES REQUIRED.
   Every person, firm or corporation who operates a commercial enterprise involving the use of containers for the storage of garbage, rubbish or other waste materials, which containers are stored outdoors, in plain sight from a public thoroughfare or a residential dwelling shall provide an enclosed structure within which the containers shall be stored. The structure shall be constructed out of split face block, face brick, wood or any other material approved by the Architectural Review Board as to conform to the primary structure that the waste container storage structure is being built to serve. The structure shall have a concrete slab as its floor. The structure shall be constructed so as to allow sufficient ventilation to prevent the accumulation of offensive odors and to allow sufficient ease of access to permit entry and to permit cleaning thereof.
