The City Administrator may suspend a license for a period not to exceed 30 days following written notice and an opportunity to be heard if the Administrator determines that a licensee or an employee of a license has:
(A) Violated or is not in compliance with this chapter;
(B) Engaged in excessive use of alcoholic beverages while on the sexually oriented use business premises;
(C) Refused to allow inspection of the sexually oriented use business premises as authorized in this chapter;
(D) Permitted unlawful gambling by any person on the sexually oriented use business premises;
(E) Demonstrated inability to operate or manage a sexually oriented use business in a peaceful and law-abiding manner, thus necessitating action by law enforcement officers.
