The annual fee for a sexually oriented use business license shall be set by resolution of the City Council. The investigation fee for the purpose of issuing a license shall be set by resolution of the City Council. In the event that the license is denied upon application, the license fee shall be refunded; however, no part of the license investigation fee shall be returned to the applicant. No part of the annual license fee shall be refunded if the license is suspended or revoked.
