§ 110.04 FEES.
   (A)   Unless a fee is specified, the Council shall, by resolution, establish the fee to be charged for any license. The fee shall be paid prior to issuance of the license.

   (B)   Unless otherwise specified by law or by this code, if a portion of the license year has elapsed when an annual license is granted, the fee shall be one-twelfth of the annual fee for each month or fraction of a month remaining in the license year. No license fee shall be prorated during the time which a licensee was required to have a license, but failed to apply for one.
