(A) Any vehicle which shall be left parked or standing in violation of this section or the laws of the state may be summarily removed without notice to the owner or operator by officers of the Police Department serving the city or persons employed or designated by them, and stored in an appropriated place. All expenses of towing, removing and storage of the vehicles shall first be paid to the person towing, removing or storing the vehicles by the person claiming the vehicles before release of same.
(B) The city, its agent and employees, shall not be responsible for any damage to the vehicles removed in accordance with the provisions of this chapter.
