No trailer, whether free-standing or connected with a tractor, will be permitted to park on any city street unless the trailer is being used in conjunction with a legitimate service being rendered to a business or residence or for purpose of loading or unloading. A tractor which is freestanding will be permitted to park on any city street, subject to all parking regulations and ordinances herein. It will be unlawful to run the engine for more than 30 minutes in any three-hour period.
