If a public drain tile system has been installed in a street or rear yard easement before a certificate of occupancy has been issued for a building on a lot abutting or adjoining the street or rear yard easement, a certificate of occupancy shall not be issued until a foundation drain tile system has been constructed and connected to the public drain tile system.
