(A) Except as otherwise provided in this chapter, no person shall construct or maintain any privy, privy vault, septic tank, cesspool or other private sewage disposal facility.

(B) All buildings which would have to be connected to a public sanitary sewer pursuant to this chapter, but for the unavailability of a public sanitary sewer or the impracticability of making a connection, shall be connected to a private sewage disposal facility. The private sewage disposal facility shall comply with and be operated in compliance with all federal, state and local requirements. The owner shall operate and maintain the facility in a sanitary manner at all times, at no expense to the city.
