(A) There shall be a Street Department.
(B) The Street Department shall be under the jurisdiction of the Street Commissioner, who shall be appointed by the Council. The Commissioner, and all employees of the Department, shall receive compensation as the Council may fix, and serve at the pleasure of the Council. The Street Department shall perform the duties respecting streets, alleys, sidewalks and other areas within the city, as the Council may provide.
