The Council desires to encourage sound and harmonious growth of the community and its environment, to encourage efficiency and economy in the provision of facilities and services, to ensure maximum return for expenditures of public funds, and to avoid errors and waste resulting from unplanned and uncoordinated development. To these ends and for these purposes, the Council finds it necessary that there should be prepared and maintained in current form, a comprehensive plan with related studies, statements of policies, regulations and ordinances to guide the development of the city. Pursuant to the authority granted by statute, the Council hereby intends to provide for comprehensive municipal planning activities or guiding the future development and improvement of the city.
