The Council may hire the Chief of Police and other police officers as it may deem necessary. In lieu of hiring the Chief of Police and other police officers, the Council may enter into an agreement for the provision of police protection to the city by any appropriate law enforcement agency, and any existing agreement is hereby continued until modified or to terminated in the proper manner.
