(a) No person who is a resident of the City shall operate, ride or use a bicycle upon any of the streets, alleys, sidewalks or other public places of the City without having displayed upon such bicycle a license for such bicycle which shall have been obtained from the Division of Police and without having first had such bicycle registered in accordance with the terms and provisions of this chapter.
(b) Every owner of a bicycle operated or used upon any of the streets, alleys, sidewalks or other public places in the City shall cause to be filed in the Division of Police, an application for a license and registration. Such application shall contain the name of the owner, complete description of the bicycle including serial number, and such other and further information as may be required.
(c) Upon filing of such application, the Division of Police shall cause an inspection of the bicycle to be made. Such inspection shall be for the purpose of ascertaining that such bicycle complies with the lawful requirements of the State and the City and for ascertaining the serial numbers thereon. In the event that any bicycle does not have a serial number thereon or such is illegible, it shall be the duty of the Division of Police to cause an appropriate number or identification mark to be stamped upon the frame of such bicycle and to enter upon the records hereinafter mentioned the number so stamped.
(d) Registration and license contemplated by this section shall be purchased and displayed as provided in this chapter within thirty days after the acquisition by the applicant of the bicycle which is subject to this chapter.

(e) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
