§ 50.03 RATES AND FEES FOR SERVICE, DELINQUENT ACCOUNTS, INSTALLATION AND METERING EQUIPMENT.
   (A)   New service.
      (1)   All customers are required to complete and sign a customer application and service agreement and pay the applicable meter deposit as per the below schedule:

      (2)   Should a customer leave the city owing a balance on a serviced account and return at a later date requesting new service; the deposit amount shall be doubled and any outstanding delinquent accounts shall be due and payable in full prior to new service being provided. No exceptions.
      (3)   Should an existing customer move to a different location within the city's service area, a new account cannot be opened until the customer's previous account is paid in full.
   (B)   Payment.
      (1)   If any bill for water, sewer, and garbage service rendered by the city, is not received in the office by 5:00 p.m. on the fifteenth of each month, unless due date falls on a weekend or holiday, the due date will be the next business day by 5:00 p.m., and a late fee of 10% will be added thereto. In the event any bill for water, sewer or garbage services is not received in the office by 5:00 p.m. on the disconnect date, the twenty-fifth of each month, unless on a weekend or holiday, the due date will be the next business day by 5:00 p.m., and a $50 service charge shall be added to the amount of the payment, no exceptions. If payment isn’t received and services are disconnected or discontinued, a $50 service fee will be charged to have services restored. If the total amount of past due bill isn’t paid within ten days of disconnection, the account will be finalized, deposit will be applied to past due bill. To have the services restored a new account will be set up including a new deposit, service charge, and all past due amounts shall be paid before water services are restored.
      (2)   Tampering. After a water meter has been turned off for non-payment, if the city finds that the meter has been turned back on, there shall be an extra service charge added to the customer’s amount due before water is restored. The city also holds the right to charge a tampering fee accordingly.
      (3)   The water, sewer and garbage rates are as follows:

   (C)   Tap installation.
      (1)   New service requiring the installation of a water tap, where service does not currently exist but is available within the city's service area, shall require a payment of $550 prior to installation. New installations will be scheduled by the Public Works Department.
      (2)   New service requiring the installation of a sewer tap, where service does not currently exist but is available within the corporate limits of the city, shall require a payment of $375 prior to installation. New installations will be scheduled by the Public Works Department.
   (D)   Metering equipment controlled by city. All meters, automated meter reading system, advanced metering infrastructure system and interface devices, curb cocks, valves and meter boxes connected with the water mains and service pipes, including those furnished at the expense of the consumer or property owners, shall remain under the direct control of the city, and it shall be unlawful for any person or persons other than those authorized by the city to connect, disconnect, move or tamper with any such meter, automated meter reading system, advanced metering infrastructure system and interface devices, or to turn on or off the meter, or to open, move or tamper with any meter box, or for anyone to unlock and/or open any meter box or to obstruct access to the meter box.
