§ 154.02 MINIMUM STANDARDS.
   Minimum standards the city will accept are as follows.
   (A)   Streets.
      (1)   Fifty feet wide (i.e., 20-foot base with 18-foot driving surface with remainder as utility easement each side of street).
      (2)   Drainage may be either curb and gutter or graded ditch on each side-of street with drainage grade engineered to assure that all lots will be free from standing water.
      (3)   Base composition will be four inches packed gravel.
      (4)   Paved streets are required, surface will be one of the following:
         (a)   Two inches asphalt minimum;
         (b)   Two seal coats with gravel topping;
         (c)   Six inches reinforced concrete; or
         (d)   Other Council approved surfaces.
   (B)   Utilities.
      (1)   Water and sewer taps will be provided for all proposed lots.
      (2)   Water mains will be six-inch diameter.
      (3)   Water lines under streets will be cased.
      (4)   Fire hydrants will be installed as recommended by the City Fire Marshal.
      (5)   Sewer lines will be six-inch diameter and cleanouts every 125 or on each lot line.
   (C)   Utility easement.
      (1)   Each side of street (width as determined by width of driving surface but not less than nine feet).
      (2)   Utility easement on the rear of each lot for applicable utility.
