(A) The developer will submit a plat of the proposed subdivision to the City Council for approval. Development of the subdivision will not begin until approval of the City Council is obtained.
(B) The plat will contain:
(1) Boundaries of the subdivision;
(2) All proposed utility and street easements; and
(3) Layout of all proposed lots and streets
