The proceedings at such a hearing, including the findings and decision of the Code Enforcement Officer, and together with a copy of every notice and order related thereto, shall be entered as a matter of public record in the office of the Code Enforcement Officer. Any person aggrieved by the decision of the Code Enforcement Officer may seek relief there from by giving notice of appeal to the City Council. The notice of appeal shall be in writing and delivered to the City Secretary within ten days of the decision of the Code Enforcement Officer. The City Council shall consider the matter at its next regularly scheduled meeting and either affirm, modify or reverse the decision of the Code Enforcement Officer. The decision of the City Council shall be final.
