All other ordinances of the city and all other laws shall apply according to their terms to the subject matter of this ordinance, except as this chapter expressly and specifically contradicts said ordinances or laws. The fact that this chapter specifically invokes some other laws and ordinances shall not mean that still other laws and ordinances not specifically invoked do not apply.
