For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
ALCOHOLIC BEVERAGE. Alcohol, or any beverage containing more than 0.5% alcohol by volume, which is capable of use for beverage purposes, either alone or when diluted.
PUBLIC PLACE. Includes, but shall not be limited to, public streets, highways, sidewalks, other public ways within the city, municipally owned property and such private property, such as the parking lots of commercial establishments, which is openly accessible to the general public.
