Whoever shall sell or offer for sale, or lease for any time exceeding five years, any lot or block in any subdivision before complying with all the requirements of this chapter and the statutes governing plats shall be subject to a fine, as provided in § 154.999, for each lot or block, or part thereof, so disposed of, offered for sale or leased.
