§ 154.003 INTERPRETATION.
   (A)   In interpreting and applying the provisions of this chapter, they shall be held to be the minimum requirements for the promotion and effectuation of the purposes set forth herein.
   (B)   Nothing herein shall repeal, abrogate, annul or in any way interfere with any provision of law or any rules or regulations other than subdivision regulations adopted or issued pursuant to law relating to the subdivision or development of land. Where this chapter imposes greater restrictions or requirements than are imposed or required by other provisions of law, rules, regulations, covenants or agreements, the provisions of this chapter shall control, but nothing herein shall interfere with, abrogate, or annul any easements, covenants, deed restrictions or agreements between parties which impose restrictions greater than those imposed by this chapter.
