The standards and specifications contained in Procedures and Standards for Soil Erosion and Sedimentation Control in Illinois, cited in § 153.18, are incorporated into this section and made a part hereof by reference for the purpose of delineating procedures and methods of operation under site development and erosion and sedimentation control plans approved under §§ 153.15 through 153.23. In the event of conflict between provisions of the manual and of this chapter, the chapter shall govern.
