All appeals to the Illinois Liquor Control Commission by a liquor licensee of the village of a decision, order or action of and by the Local Liquor Control Commissioner or designee having the effect of fining a liquor licensee or suspending or revoking the liquor license issued by the village shall be limited to review of the official record of the formal proceedings before the Liquor Commissioner.
