(A) Park recreation facilities may be utilized only for the purpose for which they are designed unless special permission is granted by the Director of Parks and Recreation.
(B) Park facilities may be reserved or use by groups or organizations upon approval of a park permit issued by the Parks and Recreation Department. The party to which a park permit has been granted shall have priority use of the reserved facility.
