The provisions of this chapter shall not preclude the village from concurrently or separately using other methods or proceedings to:
(A) Enforce and adjudicate this chapter or other ordinances of the village; or
(B) Enforce and adjudicate any county, state or federal laws or regulations pertaining to the regulation of animals and their owners, including, without limitation, the institution of an action in the Circuit Court having jurisdiction of the county, the United States District Court having jurisdiction or an administrative proceeding before any other administrative body.
