The Foreign Fire Insurance Board shall make all needful rules and regulations with respect to the management of the Foreign Fire Insurance Company fees to be paid to the Treasurer. All such rules and regulations promulgated by the Foreign Fire Insurance Board must be passed by the affirmative vote of at least three of the five Board members. All rules and regulations promulgated by the Foreign Fire Insurance Board must be in accordance with all applicable state law.
