The Plan Commission shall consist of nine members to include the following: the President of the Board of Trustees shall be an ex officio member of the Plan Commission and one member of the Board of Trustees appointed by the President of the Board of Trustees shall also be an ex officio member of the Plan Commission without the power to vote; and seven other members, citizens of the municipality, appointed by the President of the Board of Trustees on the basis of their particular fitness for their duty on the Plan Commission, and subject to the approval of the Board of Trustees. The appointed citizen members shall not concurrently serve on the Zoning Board of Appeals.
