(A) Whenever a person has been appointed or elected to office, the President shall issue a certificate of appointment or election, under the corporate seal, to the Clerk.
(B) All officers elected or appointed under 65 ILCS 5 and this chapter, except the Clerk, Trustees and President, shall be commissioned by warrant, under the corporate seal, signed by the Clerk and the presiding officer of the Board of Trustees.
