Anyone who allows rubbish, weeds, brush, junk, old cars and parts thereof, garbage, sewage waste or other such materials to accumulate upon his property or upon the boulevards and streets adjacent to his property is declared to be creating a nuisance. (1993 Code § 2-4-1)
