Any person who shall deposit any filthy or offensive substance, pile brush, hay, or straw, or any combustible, unwholesome or noxious matter in any street, alley, or any public place or ground within the village, shall be deemed the author of a nuisance and, upon conviction thereof, shall be fined in any sum not less than one hundred dollars ($100.00) nor more than five hundred dollars ($500.00).
