3-1-5: INELIGIBILITY; CONDITIONS OF LICENSE:
   A.   Ineligibility: No such license shall be issued to:
      1.   A person who is not a resident of the village, except that for corporations, there shall be no residency requirement.
      2.   A person who is not of good character and reputation in the community in which he resides.
      3.   A person who is not a citizen of the United States.
      4.   A person who has been convicted of a felony under the laws of the state.
      5.   A person whose license issued under this chapter has been revoked for cause.
      6.   A copartnership, unless all of the members of such copartnership shall be qualified to obtain a license.
      7.   A corporation, if any officers, manager, or director thereof or any stockholders owning in the aggregate more than five percent (5%) of the stock of such corporation would not be eligible to receive a license hereunder for any reason other than the citizenship and residence within the village.
      8.   A person who does not own the premises for which a license is sought, or does not have a lease thereon for the full period for which the license is to be issued. (1993 Code § 3-1-4)
      9.   Any person, association or corporation who has not obtained a state and federal license, or to any such person, association or corporation not eligible for a state liquor dealer's license. (1993 Code § 3-1-4; amd. Ord. 2012-1, 1-30-2012, eff. 1-30-2012)
      10.   Any person who is otherwise ineligible and prohibited from obtaining a license from the state commission under 235 Illinois Compiled Statutes 5/6-2. (2016 Code)
   B.   License A Personal Privilege: A license issued under this chapter shall be purely a personal privilege, and shall not constitute property, nor shall it be alienable or transferable, voluntarily or involuntarily.
   C.   License Renewal: Any licensee who may hold a license on the effective date hereof may renew his license at the expiration thereof, provided such licensee is then qualified to receive a license, and the premises for which such renewal license is sought is suitable for such purpose.
   D.   Dissolution Of License; Refund Of Fee: In the event a license is revoked during the term for which it was issued, or shall be voluntarily returned to the Commissioner, and the licensee shall cease to operate under the license, then the amount paid for such license shall be refunded to the licensee for the full unexpired calendar months such license has been paid.
   E.   License Term: All licenses issued under this chapter shall terminate on June 30 next following its issuance. (1993 Code § 3-1-4)
